From my experience, I asked for help from one WEB marketing company which relates SEO. Unfortunately, the company was one of black hat and fraud companies.

Don't change your site title so easily!

- A title for each page (one title per 1 article)

I have been cheated by such the black SEO marketing company before. To make matters worse, they did not do anything for a EC site which I created. After the bad incident, I learned white hat SEO with right ways and understood how to distinguish black hat SEO companies.
Search for the reputation of company
Obviously, you can find some information of reputation and rumor when you search for "company name + reviews". You cannot believe all of reviews because people who had negative experiences from companies will usually write bad reviews more than positive ones. But it can be a good example to judge companies in advance to decide that you will become their customer.
Actually, I could see some bad rumor about the black hat SEO marketing company after I paid expensive payment without their effective effort.
Old type of website and few pages
You can see a website from a SEO marketing company and find their website looks like one of old type templates. It means that they are very few employees and cannot hire an in-house web designer. For example, most of their templates don't support responsible mobile versions.
Also, it can be possible that some pages don't have full contents of website. Once you clicked one page, there is no contents, it's just empty.

Wait, please check them, especially in "General Guidelines". Can you read all of them? It will be a hard task for you. To put it briefly, Google's answer is bashful. However, it is the best ways to follow what Mr. Google writes as much as possible.
